Like the player, Elijah was once a student at the Trainer Academy. However, he dropped out and proceeded straight to Thane University after he decided he cared more about studying Pokémon than battling them. After he completed his studies, he returned home and took over the Vaultair Gym from his father, Gus, and used it as a place to research Pokémon. At first, people were skeptical of this, but over time, he managed to earn the respect of other Trainers. Since the Second Dawn, he has devoted more time to his research, but still occasionally visits the Gym from time to time.

Elijah serves as the Vaultair CityGym Leader, and is the third that the player will challenge in Pokémon Sunrise and Sunset and s, despite being listed as the second. His gym is a giant radio tower that broadcasts Pokémon radio shows. It consists of a lobby area, where the entrance is located, and the actual tower, which consists of several metal beams that the player must climb in order to reach the top.
Elijah specializes in Wind-type Pokémon, and his strategy revolves around having a high speed stat. Upon defeating him, he will reward the player with a Gale Badge and TM??? (Tornado).
The player first meets up with Elijah during their first visit to Vaultair City, where he is attempting to calm down the residents of the city who are angry about the recent blackouts. After the group disperses, the player, Elijah and Skye are left alone together. Elijah introduces himself to the two of them, asking if he can help them with anything. He is surprised when the player challenges him to a battle, and happily accepts, but explains that the Gym is also closed because if the blackouts, and that that the player should return later. He then heads north towards the Electric Dam, leaving the player and Skye to talk to each other.
If the player returns to Vaultair City at any point after defeating the Pollug Gym, the blackout will have ended and they will be able to challenge the Vaultair Gym. Elijah's dialogue will change depending on what stage of the game the player is at. Further into the game, Elijah aids the player in infiltrating the Electric Dam and defeating Isabelle. He then appears alongside the other Gym Leaders and the old Elite Council at Lucid Spring and AntoinetteSr/PrimulaSs's Dreadnought, facing off against Isabelle both times.
If the player speaks to Elijah again after defeating the Elite Council, he will express his thoughts about vacating his position as a Gym Leader and returning to his studies.
(to crowd) "I know that these blackouts must be very inconvenient, but I'm afraid you'll just have to bear with us for a little while until things are sorted out."
"That's a good question. We believe that may be a problem at the Electric Dam north of the city. In fact, I'm going to go there and check it out pretty soon."
(to himself) "Sigh... That went well."
(to player and Skye) "Hi you two. In case you didn't know, I'm the Gym Leader of this city, Elijah. Can I help you in any way?"
"Oh, you're a challenger! I haven't had any Trainers visit my Gym in two whole years... I'm sorry to say this, but because of the blackouts that I was just talking about, the Gym's closed at the moment. Why don't you try coming back another time, I'd be glad to have a battle with you!"
"I'm off to visit the Electric Dam. I'll see you soon... Umm... Sorry, what's your name?"
"<Player>? Great! I'll speak to you soon <Player>!"
"Welcome to my Gym, <Player>. How did you find scaling this tower? I hope you're not afraid of heights! Anyway, how many badges have you won since we last met?"
If the player has obtained two badges
"What? Only two! I honestly expected you to have gotten more than that... Oh well, it doesn't matter."
If the player has obtained three badges
"Ah, three. I expected as much. You must have traveled all the way to Autare Town then, huh? That's pretty far."
If the player has obtained four badges
"Four? That's better than I expected, honestly. You're halfway to collecting all of this region's badges! You're doing really well!"
If the player has obtained five badges
"Five, huh? That's very good! I bet you've seen a lot of places in Rinto on your travels. Have you enjoyed your journey so far?"
If the player has obtained six badges
"Six! You must have gotten a lot stronger since we last spoke. I'm worried I might be a bit too easy for you."
If the player has obtained seven badges
"Wow, seven! That means I hold the final badge that you need to obtain... I feel honored!"
"Anyway, you came here for a battle, and a battle you shall get! Can you keep up with my Pokémon's fast moves? Get ready to be blown away!"
After sending out last Pokémon
"You haven't seen anything yet!"
"I couldn't keep up! This battle was a breeze for you!"
After being defeated
"Well done <Player>, I wasn't expecting you to win so easily. To think I ever doubted you! I believe you deserve to have this."
"That's the Gale Badge. It allows you to use Fly outside of battle. Oh yes, please take this with you too."
"That TM teaches Tornado, which does damage and may leave the opponent confused. It's perfect for getting the advantage in battle."
"Wherever you're going next, I wish you good luck, although I hardly think that you need it! There's something about the way you battled with your Pokémon... It told me that you'll be able to achieve great things. Perhaps you may even be able to stand up against the Elite Council..."
"I just remembered something! I completely forgot to monitor your Pokémon in our battle! I don't have anything to research! Would you mind battling me again? ... I'm just kidding! I know you've got far more important things to be doing!"
After entering the Hall of Fame
"Hello <player>, there's something that I wanted to tell you. I was thinking about giving up my position as a Gym Leader and going back to university. After what happened with the Elite Council, I think I need a long break from battling. I can't imagine that you do though, you're the best Pokémon Trainer I've ever met!"
"As time passes, fledglings mature to fully grown birds; Pokémon evolve and people change. In a sense, we're more similar to Pokémon that we think. Perhaps it's time for me to spread my wings and soar to loftier heights."
"<Player>, fancy running into you here! How have you been holding up?"
"I was just investigating this place again. I fear that some members of the Council have managed to get into the Electric Dam. If my theory is correct, then they're probably responsible for the recent blackouts. Perhaps they're siphoning energy for their own needs, but what could they possibly be using it for?"
"This door behind me is one of the three entrances to the dam's interior. Would you mind helping me explore this place? I'll be waiting inside for you."
"I hope you're prepared, <Player>. I'm not quite sure whether I'm right or not, but I've seen a lot of Councilmembers heading north from Vaultair City, and I can't think of anywhere else where they could possibly be hiding. You lead the way, but be careful. I'll heal your Pokémon for you if they get hurt."
"What could the Council possibly want with this much energy? Maybe they're planning something big, but what?"
"These pipes contain water from the River Thane. That's what generates the electricity in this place. There doesn't seem to be any problems here. I can only imagine that the issue resides in the command room. That's where the energy levels are monitored and the electricity is distributed across the region."
"I wonder where the workers in this place went? There used to be so many, but now there's only Councilmembers in here. You don't think they could have... gotten rid of them, do you?"
"The command room isn't too far from here. There must be something going on in there, otherwise all of these Councilmembers wouldn't be trying to stop us. We have to keep moving!"
Outside of the command room
"Well, this is it. The command room is just through this door. We'd better be careful <Player>, I doubt that there's just a few regular Councilmembers in there. They've probably sent one of their top members. Don't worry, I'm right behind you."
Inside the command room
(to Isabelle) "Yes, I'm the Gym Leader of Vaultair City, but that's beside the point! Who are you and what are you doing here?"
"What do you even need all of that energy for anyway?"
"Agh, no! Let me through! <Player>, be careful!"
"Thank you, <Player>. You managed to defeat that evil old hag. Who did she think she was, stealing the city's power like that? But anyway, at least we know what the Council's been doing lately, and why they've been so quiet. They're working on a plan, but what are trying to do? I don't like this one bit. Why don't we get out of here? I don't think I'll ever look at this place the same way again."
"Hello, this is Elijah... How are you? You recently graduated from the Trainer Academy, didn't you? I used to go there too. I don't any more though. I liked studying Pokémon more than battling them, so it just wasn't the place for me. I left and went straight to Thane University. Well, it looks like I have to go... Let's talk another time!
